What Our Problem Is There are available for purchase or sale securities of the widest possible variety, issued by countless corporations, municipalities, states, nations, etc. Merely to learn the names of all of them represents a quite impossible task. Equally varied with respect to their individual requirements are the purchasers and sellers of these securities. What is one man’s meat is another man’s poison, holds no more true of food than it does of securities. The variety which prevails in the security market, nevertheless, represents a distinct opportunity to the person trained to discriminate, though it is a source of confusion to others. In either case, since mistakes once made cannot as a rule be corrected without loss, the only safe course to pursue is to investigate first.
PREFACE While the popular impression is probably the reverse, yet it is an undeniable fact that a far vaster sum of money is annually lost in this country through unwise investment, than through pure speculation. While many fortunes are constantly jeopardized and dissipated through what is known as speculation in stocks, bonds, grain-futures and like ventures, yet the many sums, large and small, which annually leave the pockets of actual investors are far greater in amount. Indeed, I would almost say that the losses through “unwise investment” are easily ten-fold the losses occasioned through mere speculation on the exchanges. And furthermore, the losses incurred through unwise investing are far more important to the community at large ; for while speculative losses are in a sense anticipated, or at least partly anticipated, the losses through mistaken investments are usually unexpected and unprepared for. Speculative losses often represent the loss of money easily gained, either through former speculation or from other sources, but the average loss of the investing public is generally a loss of hard-earned or industriously accumulated savings; and therefore such losses are felt far more deeply by the community. The art of wise investing involves two primary motives. The [...]

Importance of the Subject. In an address to the stockholders of the United States Bank, at their meeting in 1S28, Mr. N. Biddle, the President of that institution, stated, that, of five hundred and forty-four Banks in the United States, one hundred and forty-four had been openly declared bankrupt, and about fifty more had suspended business. Mr. Gallatin, in his “Considerations on the Currency and Banking System,” published in 1831, gives a list of 329 State Banks then in operation, having nominal capitals of the amount of $108,301,898, which, added to the capital of the United States Bank, made the whole nominal capital of these institutions, upwards of one hundred and forty-three millions of dollars. These Banks issue notes which serve as substitutes for coin. They grant credits on their books, and transfer the amount of credit from one merchant to another. They receive money on deposit. They buy and sell bills of exchange. They discount mercantile notes. They buy and sell public stocks. All these are important functions, and if only one of them be ill performed, the community must suffer inconvenience. The Banks are scattered through nearly all the States and Territories which compose our Union ; but [...]

PREFACE. No one will question the need of a systematic treatise on National and State finance. The exercise of more intelligent public economy and more efficient justice are matters of great practical importance with many who feel the burden of taxation. These matters are not less vital to the toiling millions, whose struggle to live has grown fiercer under the withering sun of world-wide competition. Nor is the interest of the moralist and patriot less significant, even though it cannot be measured by the same standards of pain and pleasure that are applied to others. I have tried to make a book for that large class of readers who, it is believed, are in quest of information presented in an orderly form concerning public expenditures and revenues, money and banking, and know not where to look in any single work. Of course, many articles may be found in magazines, government reports and the publications dealing with particular financial questions, but something more than these is desired. An explanation may be made concerning the use of references. In a few cases a reference has been given to strengthen the assertion in the text. In other cases references have been added to [...]

PREFACE BY THE AUTHOR The present edition of this work covers 1 00 years of the History of the Boston Stock and Money Markets ; naturally sparse of material in the earlier dates, but the record is complete ; and it will be noted (see page 9, and tables pages 94-183) that there were actual transactions in United States 6 per cent Bonds, Massachusetts 5s, the United States bank, and Union, of Boston, even in the earliest years of the period named, and since continued to date. The original edition of this book was published in 1856, giving prices from 1835 only. A second edition, issued in 1871,’ went forward to that date and backward to 1798. The third edition was carried forward to 1886, and the present issue completes the Century to January, 1898, with the events of that period in the financial history of Boston, and, indirectly, largely of New England as well. This record can hardly fail to be of interest and value to that unknown quantity, “the public,” who have an abiding interest in investments or speculation. The period included in this publication covers the great bank panic which commenced in 1837, failures, depression of bank [...]

1886 PREFACE TO THE ENGLISH EDITION The publication of an English version of “Das Kapital” needs no apology. On the contrary, an explanation might be expected why this English version has been delayed until now, seeing that for some years past the theories advocated in this book have been constantly referred to, attacked and defended, interpreted and misinterpreted, in the periodical press and the current literature of both England and America. When, soon after the author’s death in 1883, it became evident that an English edition of the work was really required, Mr. Samuel Moore, for many years a friend of Marx and of the present writer, and than whom, perhaps, no one is more conversant with the book itself, consented to undertake the translation which the literary executors of Marx were anxious to lay before the public. It was understood that I should compare the MS. with the original work, and suggest such alterations as I might deem advisable. When, by and by, it was found that Mr. Moore’s professional occupations prevented him from finishing the translation as quickly as we all desired, we gladly accepted Dr. Aveling’s offer to undertake a portion of the work; at the same [...]
