INTRODUCTION The results I have reached by my observations and inquiries made, and from the study of the material placed before me, cannot, in consequence of the inadequateness of this material, lay claim to being fully scientific, but the present investigation may so far claim a scientific character, that I have endeavored by its means merely objectively to obtain a reply to the question: “What is the truth?” As everybody knows, the world is divided into two warring camps, engaged in a combat for life and death, and, even in neutral countries, people have become hot partisans of one or the other of the groups of nations. Under such circumstances it is not easy to remain perfectly neutral and it may be doubted whether any one is altogether able to attain such a position. But the task is much easier, and, I consider, quite possible, if we restrict ourselves to a sphere from which we can eliminate all spiritual questions, and confine ourselves to a statement of the actual condition of things. This has been my task. I have not had to express any opinion as to what has been done, or as to what result the war should have, [...]

Introduction Men are seen in their most improved condition, when associated together in large communities. The excitements of competition are then most strongly felt — enterprise and exertion are called forth and liberally rewarded. It is then that leisure and opportunity are found for the exercise and improvement of the mental powers ; thus knowledge is increased and spread abroad, and the various arts and sciences cultivated and advanced towards perfection. In this state, too, the social affections are freely indulged, and the refined love of country, of family and friends, is awakened and cherished. But what a family is here to be provided for ! and how immense the amount of its daily consumption ! How many bales of cloth must be furnished for its use ! What toil and skill are required to construct habitations for its shelter ! How many hands must be employed in fabricating the ten thousand little conveniences of life within and about these habitations!
Preface There are few things of which I have occasion to advertize the Reader, before he enters upon the perusal of the following Work. My object has been to compose a school-book of Political Economy; to detach the essential principles of the science from all extraneous topics, to state the propositions clearly and in their logical order, and to subjoin its demonstration to each. I am myself persuaded, that nothing more is necessary for understanding every part of the book, than to read it with attention — such a degree of attention as persons of either sex, of ordinary understanding, are capable of bestowing. They who are commencing the study ought to proceed slowly, and to familiarize themselves with the new combinations of ideas as they are successively presented to them. If they proceed to a subsequent proposition before they are sufficiently imbued with the first, they will of course experience difficulty, only because they have not present to their memory the truth which is calculated to remove it. If they who begin the study of mathematics were to content themselves with merely reading and assenting to the demonstrations, they would soon arrive at doctrines which they would be unable [...]

My object in publishing the following Discourse has been to furnish the Students of Political Economy with a general view of the principles on which the science is founded; the distinguishing features of the most celebrated theories that have been advanced to explain its various results ; the distinction between it and Politics; the utility of its study to all ranks and orders of the community ; and the plan I follow in teaching it, both in my public and private classes. I had previously attempted to do this in an Introductory Lecture to the Course I have delivered here and in London ; but it was impossible, in so narrow a space, to touch on many topics that I have here discussed at considerable length, or to treat others so fully as their importance seemed to require. Though the Discourse is chiefly intended for the use of those who may attend my classes) I am not without hopes that it may be of service to others. If the interest and importance of the subjects of which it treats be any test of the interest and importance of a science, Political Economy will be found to have the strongest possible [...]

THE periodic recurrence in the United States of severe financial crises, from which the other great nations of the world are nearly if not quite exempt, indicates that something is fundamentally wrong with our banking system and credit machinery. It is, indeed, not uncommon to hear that system denounced as the worst now to be found in any civilized land. To this extent has a glimmering of the truth begun to penetrate our minds. A few of us are beginning to sit up and rub our eyes, and to ask whether it is creditable to our prescience as a nation, or to the acumen of our men of affairs, that such an incubus upon our prosperity should be allowed to continue.
INTRODUCTORY NOTE BY THE AUTHOR The attention of the people of the United States at the present time is drawn, with ever increasing interest, to the commercial and financial institutions of foreign countries. This is due, primarily, to the fact that the industrial growth of this country has brought her to the point when a foreign market seems a necessity. For more than a century her development has rested upon the cultivation of new lands for new crops. There has been a steady movement Westward in search of unclaimed soil for the growth of wheat and corn. This movement is now drawing to a close. The opportunity for agricultural expansion, under the old form of extensive farming, is past, and out of this fact there has sprung an increased interest, not merely in intensive farming, but in the development of manufactures without which intensive farming is not possible. This is the explanation of the new interest which the people of the United States are taking in manufactures and in a foreign market for the disposal of manufactured goods. There was a time when the attention of the American people was drawn to the institutions of foreign lands because of the [...]
