		<description><![CDATA[INTRODUCTION THE following work is an attempt to explain, in as clear and simple language as possible, the elementary principles of Currency and Banking, their progressive development in practice, and the laws at present affecting them. Many of the works already existing on these subjects are excellent in several respects, and contain much valuable information; but it must be admitted that the widest and most fundamental differences of opinion upon almost every point prevail amongst them, and that there is no one so comprehensive and systematic, or which has investigated the subject with such accuracy, as to be generally accepted as an authority. The fact of so many conflicting and contradictory views prevailing among writers, certainly argues the necessity for a more thorough consideration of the subject, but it acts as a warning against undertaking lightly what has hitherto produced so little that is generally received as satisfactory. It appears that what is required, and what is most likely to lead to satisfactory conclusions, is a more careful investigation and examination of the fundamental conceptions and general laws of the subject, before considering their application in practice. Those publications have not been generally read, but were not, perhaps, without their effect. They at least have furnished the sub-stratum of more than one popular essay: if any writings on subjects of Political Economy can be called popular. With the writings of the modern political economists, this work has nothing in common. However much the author may admire the talents and ingenuity which have been displayed by Messrs Ricardo, Mill, Tooke, Torrens, and M&#8217;Culloch, he is compelled to dissent from the chief part of their doctrines. Indeed it would hardly be fair to stop at them. The science of political economy was corrupted at its fountain head, and all which can be said is, that they have not freed it from its corruptions. 		<description><![CDATA[THE metals have so long performed the use of money, that money and coin are become almost synonymous, although in their principles they be quite different. The first thing therefore to be done in treating of money, is, to separate two ideas, which, by being blended .together, have very greatly contributed to throw a cloud upon the whole subject. Money, which I call of account, is no more than an arbitrary scale of equal parts, invented for measuring the respective value of things vendible. Money of account therefore, is quite a different thing from money-coin, and might exist, although there was no such thing as the world as any substance, which could become an adequate and proportional equivalent for every commodity. In spite of numerous attempts to make a suitable definition, it still lacks the precision and definiteness of meaning which should characterize scientific terminology. Popular usage is tolerably consistent and clear, but fails to include under the term all the instrumentalities which belong together in any scientific treatment of the subject, and political economists are not agreed regarding the point to which the popular meaning of the term should be extended. Even if these difficulties were removed, however, one not easy to overcome would still remain. All are agreed that under the head money we must include both the standard of value and the medium of exchange, two instrumentalities which perform very different functions, and the distinction between which is apt to be minimized, if not entirely overlooked, when an attempt is made to include them under one definition. In the act of May 30, 1908, the two houses of Congress, for the first time since the Civil War, agreed that a bond-secured currency was not the only kind of bank paper fit to circulate in the community. Although no bank notes have been issued under the act, authority exists to issue them on the security of commercial paper owned by the banks and retained by themselves in associations formed for the purpose. The preconceptions of the past having been shaken, other steps followed. A National Monetary Commission was formed, which has collected and published a mass of facts, of legislation, and of historical and general information on the subject of banking far exceeding in magnitude anything ever brought together heretofore in the world&#8217;s history. These were, however, suspended by the dissolution of Parliament, and the agitating events which have since occurred, to be again revived at the proper opportunity. This opportunity appears to be now approaching, and the following observations are intended to recall attention to the subject, and to suggest, for the consideration of the leading, influential, and intelligent parties who take an interest in the question, those means which appear to the writer the best adapted for accomplishing their object. These observations may be divided into three heads : 1st. Preliminary Observations. — Containing a short statement of the steps which have been taken — the disposition of Government in favor of these establishments — the disposition of the public to form them — the principles on which they ought to be founded — and the proper mode of proceeding. 2nd. 		<description><![CDATA[Importance of the Subject. In an address to the stockholders of the United States Bank, at their meeting in 1S28, Mr. N. Biddle, the President of that institution, stated, that, of five hundred and forty-four Banks in the United States, one hundred and forty-four had been openly declared bankrupt, and about fifty more had suspended business. Mr. Gallatin, in his &#8220;Considerations on the Currency and Banking System,&#8221; published in 1831, gives a list of 329 State Banks then in operation, having nominal capitals of the amount of $108,301,898, which, added to the capital of the United States Bank, made the whole nominal capital of these institutions, upwards of one hundred and forty-three millions of dollars. These Banks issue notes which serve as substitutes for coin. They grant credits on their books, and transfer the amount of credit from one merchant to another. They receive money on deposit. They buy and sell bills of exchange. They discount mercantile notes. They buy and sell public stocks. All these are important functions, and if only one of them be ill performed, the community must suffer inconvenience. POLITICAL ECONOMY is the science which treats of general or national wealth, general or aggregate as distinguished from individual, as the term Political implies. This science is directed chiefly against, or has reference to the errors of statesmen or legislators, as connected with trade or the industry of mankind ; and, however extensive, intricate, and perplexed in its details, is, like most other sciences, few in its general principles, and simple in result, coming uniformly to the conclusion, that all legislators can do for trade is to let it alone. Remove all monopolies, prohibitions, and restrictions, and its importance is at an end. This is its invariable and infallible termination. Were a person to write a hundred books on the subject, it has been observed, they would all come to this conclusion. It is, therefore, in a great measure a negative science, teaching little or nothing towards or in aid of the productive powers of man, but merely tending to instruct or counsel those intrusted with, or rather who assume, the superintendence of their affairs, not to counteract their endeavours.
