		<description><![CDATA[INTRODUCTION THE following work is an attempt to explain, in as clear and simple language as possible, the elementary principles of Currency and Banking, their progressive development in practice, and the laws at present affecting them. Many of the works already existing on these subjects are excellent in several respects, and contain much valuable information; but it must be admitted that the widest and most fundamental differences of opinion upon almost every point prevail amongst them, and that there is no one so comprehensive and systematic, or which has investigated the subject with such accuracy, as to be generally accepted as an authority. The fact of so many conflicting and contradictory views prevailing among writers, certainly argues the necessity for a more thorough consideration of the subject, but it acts as a warning against undertaking lightly what has hitherto produced so little that is generally received as satisfactory. It appears that what is required, and what is most likely to lead to satisfactory conclusions, is a more careful investigation and examination of the fundamental conceptions and general laws of the subject, before considering their application in practice. Those publications have not been generally read, but were not, perhaps, without their effect. They at least have furnished the sub-stratum of more than one popular essay: if any writings on subjects of Political Economy can be called popular. With the writings of the modern political economists, this work has nothing in common. However much the author may admire the talents and ingenuity which have been displayed by Messrs Ricardo, Mill, Tooke, Torrens, and M&#8217;Culloch, he is compelled to dissent from the chief part of their doctrines. Indeed it would hardly be fair to stop at them. The science of political economy was corrupted at its fountain head, and all which can be said is, that they have not freed it from its corruptions. I have in many places, where my meaning seemed to be obscure, endeavoured to make it plain ; and I have, in some instances, altered the arrangement of the subjects. I believe that they are thus better worthy of acceptance than they originally were, and that they are now probably as complete as I shall be able to make them until experience shall have thrown some more light upon the subject. The recent debate in the House of Commons, on the motion of the Chancellor of the Exchequer, for a Select Committee to inquire into the operation of the Bank Act of 1844, shows that the policy of that measure is by no means universally acquiesced in. The first thing therefore to be done in treating of money, is, to separate two ideas, which, by being blended .together, have very greatly contributed to throw a cloud upon the whole subject. Money, which I call of account, is no more than an arbitrary scale of equal parts, invented for measuring the respective value of things vendible. We look practically in vain for any book in any language treating of the highly-important and likewise interesting subject of the transfer of money from one nation to another. The fact is all the more astonishing, as Arbitrage is of the greatest importance to the commerce of the world see the paragraph &#8221; Introductory Remarks&#8221; and as international trade has developed so enormously through the ever-increasing facilities of communication between the most distant business centres. A few books on mercantile Arbitrage, published in Germany some thirty or forty years ago, are now antiquated, and therefore of little or no value. Several members of the Joint-Stock Bank Association having thought that many of the articles of the Economist on Banking and Currency might be usefully re-published, the late Editor has been requested to make a selection of them for that purpose. The Economist was set on foot by Mr. Joplin, with the support and approbation of the Committee of the Joint-stock Bank Association, not as a newspaper speculation, but simply to protect the interests and defend the principles of Joint-stock Banking, at a time when they were in great danger from being impugned and misunderstood. Biddle, the President of that institution, stated, that, of five hundred and forty-four Banks in the United States, one hundred and forty-four had been openly declared bankrupt, and about fifty more had suspended business. Mr. Gallatin, in his &#8220;Considerations on the Currency and Banking System,&#8221; published in 1831, gives a list of 329 State Banks then in operation, having nominal capitals of the amount of $108,301,898, which, added to the capital of the United States Bank, made the whole nominal capital of these institutions, upwards of one hundred and forty-three millions of dollars. These Banks issue notes which serve as substitutes for coin. They grant credits on their books, and transfer the amount of credit from one merchant to another. They receive money on deposit. There is no work in English covering exactly the ground covered by the History of Modern Banks of Issue. The materials for such a history are accessible in public records as well as special works, but they have never before been brought together in a form easily accessible to the American and English reading public. The functions and character of history have changed with the changes in the character of national development. The historical development of the human race has passed through two essential stages and has entered upon a third.
