INTRODUCTION The results I have reached by my observations and inquiries made, and from the study of the material placed before me, cannot, in consequence of the inadequateness of this material, lay claim to being fully scientific, but the present investigation may so far claim a scientific character, that I have endeavored by its means merely objectively to obtain a reply to the question: “What is the truth?” As everybody knows, the world is divided into two warring camps, engaged in a combat for life and death, and, even in neutral countries, people have become hot partisans of one or the other of the groups of nations. Under such circumstances it is not easy to remain perfectly neutral and it may be doubted whether any one is altogether able to attain such a position. But the task is much easier, and, I consider, quite possible, if we restrict ourselves to a sphere from which we can eliminate all spiritual questions, and confine ourselves to a statement of the actual condition of things. This has been my task. I have not had to express any opinion as to what has been done, or as to what result the war should have, [...]

The reader, who honours the following sheets, with an attentive perusal, may probably find, that though we have advanced, by wide steps, during « the last century, in the science of politics, we have still much to learn ; and that the summit can only be gained, by substituting accurate research, for delusive speculation, and rejecting zeal of paradox, for moderation of opinion. Mankind are now too enlightened to admit of confident assertion, in the place of satisfactory proof; or plausible novelty, for conclusive evidence: He, consequently, who proposes new modes of argument, must expect contradiction, and he, who draws novel conclusions, from un-common premises, ought to enable the reader to examine his reasonings ;, because it is just inquiry, which can alone establish the certainty of truth on the degradation of error : And little is, therefore, asserted, in the following sheets, without the citation of sufficient authorities, or the mention of authentic documents, which it is now proper to explain.
In 1897 the Editor of the Advocate of India invited me to contribute to its columns a narrative of the rise, growth and collapse of that colossal speculation popularly known in Bombay as the ” share mania,” a mania which in its ultimate consequences was more disastrous than either the South Sea Bubble Scheme, or the tulip mania of the eighteenth century. Having been an eye-witness to the speculation and having watched it, as an on-looker only, from within and without, I was able to respond to the invitation. My narrative was given in the form of a series of articles principally based on my personal knowledge and experience, and next from facts gleaned from authentic books, specially the now forgotten Report of the Commission which sat to inquire into the failure of the old Bank of Bombay under the presidency of the late Sir Charles Jackson. As a young man I was then being specially trained in the Bank of Bombay. The period of my probation there, and of my subsequent engagement with two financial institutions of the day, happened to be co-eval with that of the very meridian of the speculation. I had thus the opportunity of watching [...]

THE immense accumulation of the Public Debts, and the depressed state of Public Credit, of the Revenue, and of the Funds, . at the close of the last War, together with the loss of several extensive and populous Colonies in North America, led some of the ablest and most experienced men in the Kingdom, not in general inclined to despondency, to doubt whether it would be possible for Great Britain, reduced apparently to the lowest ebb by a succession of misfortunes, and by expences unprecedented in any former time, ever to regain Prosperity at home or Influence abroad. The events, however, which have since happened, (hew as well the effect which may be produced by a resolution to encounter the difficulties of the most embarrassed situation, as the extent of the resources to be derived from a spirit of national industry and enterprise. The Object of the following Statement is to direct the attention of the Public to the present circumstances of the Country, with respect to its Finances and Commerce, compared with the period above alluded to, as an inducement to perseverance in the same laudable exertions; and at the fame time to bring to recollection some of the [...]

INTRODUCTION Great difficulty was frequently experienced in the course of this work in clearly distinguishing between different notions which had to be expressed by means of one and the same term in English. I have attempted to solve this difficulty by printing a genus with a small letter and a species with a capital letter. Thus the “management” is the way a bank is managed and the “Management” the Board of Managers; the “central bank” is used when speaking of a bank of issue in general and the “Central Bank” (or only the “Bank”) whenever the “Central Bank of China” in particular is referred to. In my previous work “On Chinese Currency”, which was published in July 191 2, I touched upon the principal points which are to be kept in mind in any future reform of the system of currency in China. In this volume, which will treat more particularly of “The Banking Problem” and which is to be considered as a continuation of the first volume, I shall, in order to distinguish it, henceforth refer to the book published in 19 1 2 as: “On Chinese Currency I”. In that book I discussed in the first place those [...]

At that time I held the office of Manager of the Waterford branch of the Provincial Bank of Ireland. When residing in London I had assisted at the formation of the City of London Literary and Scientific Institution, and was a member of the first Committee of Management, in the year 1825. At my suggestion an institution somewhat similar was formed at Waterford ; and, as professional lecturers were not to be obtained, some of those gentlemen who had taken an active part in its formation, and others connected with scientific pursuits, consented to become lecturers.
BANK, Bankers, Banking. The term bank has two distinct significations; one in reference to commerce, implying a place of deposit or store-house ; the other relating to geography and rural economy, implying an elevation of the earth, either natural or artificial; and either below or above the surface of the water, in rivers as well as in the ocean. It is further a technical term in law; the judges of the supreme court of law, when silting in judgment collectively, are said to sit in bank, banque, or banco. See JURISPRUDENCE. It is also a military term, denoting an elevation of earth within the parapet of a fortification, generally between two and three feet high, or more, according to the height of the parapet; being about four feet and a half lower than the top of the parapet, three feet broad, ascended at intervals by steps, by which the garrison get up to fire on, or observe the proceedings of, the besiegers.
PREFACE By The Author AS a general principle I am opposed to the Preface. I do not believe in telling people what I propose to say; I prefer to say it. But there are cases where an introduction proves a useful and illuminating adjunct to a book. In the present instance it serves a two-fold mission. It enables me to indicate briefly the object with which this work has been undertaken, and to acknowledge certain sources of information that have been drawn upon, and at the same time expressing my obligations to those whose labours and experiences in the same field have aided in the compilation of these pages. My object, then, has been to present as clear, concise and accurate an account of the People’s Banks movement throughout Europe since the days of the inauguration in Germany during the early fifties in the last century — when those two redoubtable reformers, Schulze-Uelitzsch and Raiifeisen, first started their daring crusade — up to the present adoption of similar institutions in the United Kingdom. The lesson that this history teaches — a history covering a period less than man’s allotted span — is both suggestive and great. It is the story [...]

PREFACE By the Author The following pages deal with some of the practical questions at issue in modern English Banking, and with these alone. They are of the highest importance at the present time, and yet signs are not wanting that the lessons which recent events might have been expected to teach are being to some extent forgotten. Bank directors have fixed their attention upon points which, however important to shareholders, do not touch the heart of the difficulty. All our banks, joint-stock and private, require to be reduced to order, to be protected against themselves. Within less than a generation the modern deposit system has reached its present gigantic developments. Until the gold discoveries of California and -Australia took place, we may indeed say that there was no gigantic bank in the country. But since 1858 the liabilities of many joint-stock banks, and of some private banks also, have more than doubled. And in all directions banks have extended their operations and altered their habits since the date of the misdirected legislation of Sir Robert Peel. The time has now come, therefore when the Legislature ought to be prepared to bring the confused and even chaotic elements thus developed [...]

PREFACE The story of growth, a progress from a lower to a higher plane, is always of absorbing interest in any field. In the evolution of our thinking on banking we have the complement to the history of our monetary development out of the greenback and silver stages. Although the two phases of progress are more or less related, the main significance of our banking progress is to be found in the gradual understanding of the workings of credit, and the emphasis which has inevitably been placed on the organization and flexibility of credit as a part of our industrial growth. Even though the meaning of separate events was not clear at the time of their occurrence, a glance backward from our present position shows very distinctly the country through which the road has been winding. Having been myself in close touch with the movements which from time to time marched with our monetary and banking progress, it has been inevitable that my presentation should have the marks of the period in which the questions at issue were fought out. Indeed much of the material in this volume came forth as a part of the effort to aid in directing [...]

INTRODUCTION. There are times when a merchant will make almost any sacrifice to obtain ready money. He has entered into no rash speculations, and has only to meet the ordinary legitimate demands of his business, but in order to do so he is suddenly called upon to make a heavy and unexpected loss. To this he gladly submits, for he has been in terror lest no sacrifice could save him from bankruptcy and ruin. But how has this been brought about? Why has he doubted whether his banker would afford him the usual accommodation which when entering into his business engagements he had been relying upon? Or, take the case of a merchant who has a credit of 50,000 at his bankers. Why is he anxious ? The answer in both cases is that there is a run upon the banks and there is a scarcity of cash. Such a time, Mr. Goschen speaking at Leeds on the 28th January, and referring to the ” Baring crisis,” told us we had ” only escaped by the skin of our teeth.” He said “No fertile imagination could exaggerate the gravity of the crisis, and if I attempt to bring home to [...]

People frequently act in haste, and repent at leisure. In this case, there was no cause for repentance. But it naturally led to reflection, and it appeared to me, that instead of coming forward in times of such danger, and blindly entering into an obligation, so unlimited, in favour of Banks, which, for any thing that could be possibly known to the contrary, might be insolvent, it would be better, for each party, to become surety for his own Bankers, for a specific sum, not only in periods of difficulty, but at all times. The parties, thus coming forward, being allowed to nominate a Committee, to communicate with the Rankers, from time to time, and ascertain, by investigation, that their Bank was safe, and that there was no hazard in continuing surety for it. This, at a comparatively trifling risk, would, obviously, be a much more effectual mode of proceeding than the one which had been adopted : for it would not merely allay panics, but prevent them from ever occurring. Such an idea being once started, it was only necessary to go a step further, and imagine that these parties, instead of guaranteeing another Bank, should pay up a [...]
