		<description><![CDATA[THE PROBLEM For many years the country has suffered from recurring periods of severe financial stringency. During these periods interest rates have been excessively high, and business men have lost heavily through inability to obtain necessary loans and discounts from the banks. At times wide-spread panic and general suspension of payments by the banks have resulted from runs upon a few banks by their depositors. Only recently we have emerged from a disastrous panic which forced the suspension of nearly all the banks, and, by the destruction of confidence and credit, arrested business activity throughout the country and caused vast losses to the people. This panic brought to a violent close a period of unprecedented prosperity, in which manufacturers and merchants had not unduly expanded their obligations for the purpose of carrying unsold stocks of goods. On the contrary, production had been barely able to keep pace with demand for the products of industry. Such extraordinary financial disturbances do not occur in other civilized countries. They indicate that something is seriously wrong with the system of banking and currency in the United States. The object of these chapters, some of which were published in the &#8220;Financial Review of Reviews&#8221; during the autumn of 1910, is to present a study of the art of investment upon its industrial, rather than its financial, side, that is to say, to consider it in relation to the productive energy it develops, directs, organises, and utilises. For while it is evident that investments cannot normally fulfil any of their financial functions., as repositories of savings, instruments for enhancing capital-values, and for earning dividends, without doing actual work, investors do not, as a rule, trouble themselves sufficiently to understand what the work is, and how it is performed. This insufficient attention to the industrial side of financial investments is a source of error and of actual danger to the art of investment. 		<description><![CDATA[PREFACE BY THE AUTHOR In the year 1860 Northumberland became the county of my adoption, and very soon after my settlement I was impressed with the wide and varied field that it offered for antiquarian research. I grew deeply interested in the past records of the county, and became personally acquainted with many present day contributors to the pages of local history. There is only one step from admiration to imitation, and soon after becoming a member of the Society of Antiquaries of Newcastle-upon-Tyne, I began to contribute short papers bearing upon unnoticed local incidents of the seventeenth and eighteenth centuries. The investigations necessary for these purposes led me to notice, that while the books on the shelves of our libraries gave many interesting accounts of the various Trade Guilds in which the city is so exceptionally strong; and the MS. volumes of the &#8220;Merchants-adventurers&#8221; were full of unpublished records of Hostmen and Boothmen the merchant princes of their day no mention was made of Banking, the occupation in which my lot had been cast. The early historians treated of pre-banking days, and the modern writers of history, from some unexplained cause,, made the barest possible reference to the bankers. [...]

		<description><![CDATA[PREFACE BY THE AUTHOR THE first part of this book has been written mainly for English readers ; the seven chapters that follow mainly for Indians. These chapters were contributed in the first instance in the form of special articles to leading newspapers and reviews in India, and are now reproduced in book form at the request of many correspondents, and with the kind permission of the Editors of the Times of India, the Pioneer, Capital, the Sind Gazette, the Indian Review, and the Hindustan Review. Some parts of the articles have been re-written and enlarged, whilst extra paragraphs dealing with the proposal to establish a State Bank in India have been introduced in Chapter VII. The third part of the book gives the text of the Royal Commission on Indian Finance and Currency issued under the King-Emperor&#8217;s orders, and also the text of a Note collecting in convenient form the author&#8217;s oft-repeated criticisms of the recent financial activities of the India Office. The original project of publishers and editor contemplated but a single volume — &#8221; War and Other Essays &#8221; — and they accordingly equipped that volume with a bibliography which was as complete as they then could, make it. It has seemed unusually difficult to devise a plan that contains the fundamental requisites of safety, uniformity, and practicability. The proposal to regulate our finances through the agency of a central banking institution is not new. Alexander Hamilton, doubtless the best financier in American history, was a thorough believer in such a concentration of banking functions. One of his initial acts as the first secretary of the treasury was to recommend to Congress the establishment of what is now known as the First Bank of the United States.
