		<description><![CDATA[PREFACE The object of this work is to present in a concise and simple form the theory and practice of Foreign Exchange. At first sight some apology may appear to be due for adding to the already long list of books on this branch of monetary science, but reference to the table of contents will show that special attention has been paid to that more practical part of the subject — foreign bills. The drawing and negotiation of foreign bills are matters which concern not only bankers, but all commercial men, and, bearing this in mind, an endeavour has been made throughout the book to intersperse the practical with the theoretical points. To explain the working of foreign exchanges in a simple manner is not easy, and the frequent dislocation of the principal exchanges during the war has not conduced to the simplicity of the task. The erratic movements in rates have, however, furnished abundant material from which to draw the necessary illustrations in support of the theories I have tried to make plain. 		<description><![CDATA[Abstract There is a considerable literature analyzing the behavior of exchange rates. However, the modeling and forecasting of exchange rates has not been very successful. One of the obstacles to effective modeling of financial time series is heteroscedasticity. The recent availability of high frequency data, such as tick-by-tick data, provides us with extra information about the market. However, even with today&#8217;s computer power, analyzing data with order of gigabits is extremely expensive and time consuming. This article proposes to analyze a homoscedastic subsequence of such data. The procedure of obtaining such a homoscedastic subsequence is called de-volatilization. The empirical evidence suggests that de-volatilization can help us to detect trends of the market quickly. Our forecasting results indicate that the exchange market can be forecast to certain extend. A merchant in New York has sold a bill of goods to a merchant in London, having thus become his creditor, say, for $5,000. To get his money, the merchant in New York will, in the great majority of cases, draw a sterling draft upon the debtor in London for a little over £1,000. This draft his banker will readily enough convert for him into dollars. The buying and selling and discounting of countless such bills of exchange constitute the very foundation of the foreign exchange business. Not all international obligations are settled by having the creditor draw direct on the debtor. Sometimes gold is actually sent in payment. The end of the devastating war of 1914-1918 finds the currency of the world literally in the melting pot. Gold in most countries has disappeared altogether, and silver bids fair to become almost as scarce. The demand for the white metal has caused its price to rise to undreamt of levels, and exchange has climbed painfully after it. In the circumstances, the nations of the East have not been slow to seize the opportunity to make an illicit profit by melting their silver coins and smuggling the resultant bullion out of the country. The Governments in many countries have aggravated the evil by making successive issues of paper money ; others have reduced the proportion of silver to alloy contained in their subsidiary coins, and nearly everywhere is seen the inexorable working of Gresham&#8217;s law — &#8221; bad &#8221; money driving the good money out of circulation. 		<description><![CDATA[Purpose of the pamphlet.— The Commission on International Exchange published at Shanghai a pamphlet, &#8220;Memoranda on a New Monetary System for China,&#8221; prepared by Mr. Jenks. In that pamphlet were given the reasons why the United States Government had appointed the Commission on International Exchange, a very brief outline of the plan which was suggested for the consideration of the Chinese government together with some arguments regarding the plan, and a brief statement of the work which the Commission had done in Europe and elsewhere. It has been found that, owing to the brevity of the pamphlet, several parts of it were misunderstood, especially by Chinese officials and business men, and very many inquiries have been made for a more detailed discussion of many of the points therein raised. There are several publications on Banking and Commercial Business which go somewhat more deeply into&#8217; the matter : among others, GiLbart&#8217;s admirable work, and Laing&#8217;s &#8216; Theory of Business ;&#8217; and there are, finally, at least three well known works specially devoted to the study of these most important subjects, — Goschen&#8217;s &#8216; Theory of the Foreign Exchanges,&#8217; Nicholson&#8217;s &#8216; Science of Exchanges,&#8217; and Tate&#8217;s &#8216; Cambist, or Manual of Exchanges. 		<description><![CDATA[In 1897 the Editor of the Advocate of India invited me to contribute to its columns a narrative of the rise, growth and collapse of that colossal speculation popularly known in Bombay as the &#8221; share mania,&#8221; a mania which in its ultimate consequences was more disastrous than either the South Sea Bubble Scheme, or the tulip mania of the eighteenth century. Having been an eye-witness to the speculation and having watched it, as an on-looker only, from within and without, I was able to respond to the invitation. My narrative was given in the form of a series of articles principally based on my personal knowledge and experience, and next from facts gleaned from authentic books, specially the now forgotten Report of the Commission which sat to inquire into the failure of the old Bank of Bombay under the presidency of the late Sir Charles Jackson. As a young man I was then being specially trained in the Bank of Bombay. 		<description><![CDATA[THE PROBLEM For many years the country has suffered from recurring periods of severe financial stringency. During these periods interest rates have been excessively high, and business men have lost heavily through inability to obtain necessary loans and discounts from the banks. At times wide-spread panic and general suspension of payments by the banks have resulted from runs upon a few banks by their depositors. Only recently we have emerged from a disastrous panic which forced the suspension of nearly all the banks, and, by the destruction of confidence and credit, arrested business activity throughout the country and caused vast losses to the people. This panic brought to a violent close a period of unprecedented prosperity, in which manufacturers and merchants had not unduly expanded their obligations for the purpose of carrying unsold stocks of goods. On the contrary, production had been barely able to keep pace with demand for the products of industry. Such extraordinary financial disturbances do not occur in other civilized countries. They indicate that something is seriously wrong with the system of banking and currency in the United States. 		<description><![CDATA[INTRODUCTION THE following work is an attempt to explain, in as clear and simple language as possible, the elementary principles of Currency and Banking, their progressive development in practice, and the laws at present affecting them. Many of the works already existing on these subjects are excellent in several respects, and contain much valuable information; but it must be admitted that the widest and most fundamental differences of opinion upon almost every point prevail amongst them, and that there is no one so comprehensive and systematic, or which has investigated the subject with such accuracy, as to be generally accepted as an authority. The fact of so many conflicting and contradictory views prevailing among writers, certainly argues the necessity for a more thorough consideration of the subject, but it acts as a warning against undertaking lightly what has hitherto produced so little that is generally received as satisfactory. It appears that what is required, and what is most likely to lead to satisfactory conclusions, is a more careful investigation and examination of the fundamental conceptions and general laws of the subject, before considering their application in practice. Those publications have not been generally read, but were not, perhaps, without their effect. They at least have furnished the sub-stratum of more than one popular essay: if any writings on subjects of Political Economy can be called popular. With the writings of the modern political economists, this work has nothing in common. However much the author may admire the talents and ingenuity which have been displayed by Messrs Ricardo, Mill, Tooke, Torrens, and M&#8217;Culloch, he is compelled to dissent from the chief part of their doctrines. Indeed it would hardly be fair to stop at them. The science of political economy was corrupted at its fountain head, and all which can be said is, that they have not freed it from its corruptions. Dr Adam Smith, in his Wealth of Nations, throws much light upon political science, but more darkness ; and his errors and obscurities unfortunately have reference to the most important parts of his subject. I have in many places, where my meaning seemed to be obscure, endeavoured to make it plain ; and I have, in some instances, altered the arrangement of the subjects. I believe that they are thus better worthy of acceptance than they originally were, and that they are now probably as complete as I shall be able to make them until experience shall have thrown some more light upon the subject. The recent debate in the House of Commons, on the motion of the Chancellor of the Exchequer, for a Select Committee to inquire into the operation of the Bank Act of 1844, shows that the policy of that measure is by no means universally acquiesced in. 		<description><![CDATA[THE metals have so long performed the use of money, that money and coin are become almost synonymous, although in their principles they be quite different. The first thing therefore to be done in treating of money, is, to separate two ideas, which, by being blended .together, have very greatly contributed to throw a cloud upon the whole subject. Money, which I call of account, is no more than an arbitrary scale of equal parts, invented for measuring the respective value of things vendible. Money of account therefore, is quite a different thing from money-coin, and might exist, although there was no such thing as the world as any substance, which could become an adequate and proportional equivalent for every commodity.
