There have been, it is true, individuals now and then who, because of so-called peculiar characteristics, or possessing dispositional make-up, unusual or rare, have practiced thrift. These, for the most part, however, have been looked upon as mercenary or miserly. To be thrifty was, in popular thinking, to drive a sharp bargain to demand heavy usury. Thus, the thrifty were characterized as narrow-minded, self -centered, not always the most satisfactory community members. Society frowned upon them, and, while tolerated, they were taken into fellowship reluctantly, or not at all. Until recently, too, thrift was understood in its narrowest sense only that of money saving. Anyone frugal in money matters was characterized as thrifty, as opposed to the wasteful or extravagant. Hence, to be thrifty implied living on the least possible, with the corresponding larger saving and investment. 		<description><![CDATA[PREFACE The object of this book is to present the law of the subject in brief compass, in accordance with the plan of the Hornbook Series. The author has had in view, however, that the subject is one that concerns rather practitioners than law students, and for this reason he has covered many questions in the text and notes that might have been omitted, had the book been intended primarily for law students, and he has made a fuller citation of the decisions than he would otherwise have done. The fundamental part of the law of banks and banking relates to the various transactions between banks and bankers and those dealing with them. The author has not entered upon the field of corporation law, except so far as the law of banking corporations seemed to require special discussion, and he has not dealt with the varying statutory provisions of the different states respecting banking corporations; but he has endeavored to cover the field of national banks and the National Bank Act, so far as it is affected by the decisions. 		<description><![CDATA[LETTER OF SUBMITTAL to The President : I have the honor to submit herewith the final report of the Commission on International Exchange, constituted under the authority of the act of March 3, 1903, and continued last year by means of a special appropriation. The chief purpose of the Commission was to bring about, as far as possible, a fixed relationship between the moneys of the gold-standard countries and the silver-using countries. This result could be accomplished chiefly by the establishment in the silver-using countries of new monetary systems on the gold exchange basis, the &#8216;new silver and copper coins in those countries being given a fixed value in terms of gold. The work of the Commission, considering the difficulties of its task, has been on the whole very successful. The new monetary system in the Philippine Islands, established under act of Congress approved March 2, 1903, which in the main has furnished the model for the further work of the Commission, was in operation, but serious difficulties were met with in the transition from the old currency to the new. The interest evinced is universal and is no longer confined to bankers, international traders, and financial writers, as was the case prior to the Great War. The general public is showing a decided disposition to acquaint itself with the dislocation of the exchanges brought about by the conflict. Nor is this interest likely to suffer much abatement, since normal conditions will probably not be restored in international financial relations for a number of years to come. The author&#8217;s purpose in this book is to explain the operation of the exchanges between gold-standard countries under normal financial conditions.
