The subject of this work has presented difficulties of a complicated character, from the various phases under which the peculiar defects of individual societies appear. The task has, however, been lightened by the rejection, that, although it cannot be expected that this effort, to place them upon a more rational and secure footing, will meet with the success of wholly obviating errors for the future, yet a most important end will at once be obtained, if the attention of the Patrons, Trustees, Directors and other officers of many of these institutions, be awakened to the sense of the grave moral responsibility incurred by them, in allowing their names to be connected with schemes, which, while professing to benefit, do but cause injury to those, for whose good they were designed, to individuals not of equal information and position with themselves, from a class remarkable for the simple faith with which they believe in any statement, that is sanctioned by the countenance of their superiors.
The recurrence at the present time of one of those visitations of commercial and financial distress of which I have, during a long life, experienced so many, has once more forced upon the consideration of Parliament and the public the interminable subject of banking and circulation. Whatever may be the variance of opinions on other parts of the subject, it seems by all admitted, that the general condition of commerce is sound and satisfactory ; and the truth of this position is sufficiently proved by the fact, that the intensity of the pressure has been attended with no unusual amount of failures or bankruptcies — the storm, however severe, has as yet cast few or no wrecks on shore. The prudence and sagacity of merchants not being in fault, we are naturally led to look for our difficulties in the derangement of our monetary system ; and there, beyond all doubt, they will be found. It is singular that, in proportion to the abstruse nature and inherent difficulties of a subject, men are apt to be positive and dogmatical in their theories, undaunted by adverse experience and repeated disappointments. The various schemes for regulating the action of Banks have been [...]

INTRODUCTION In approaching the problem of the causes of the crisis of 1893, it is necessary to adopt a somewhat unusual mode of procedure, owing to the fact that in November, 1890, three years previous to the crisis of 1893, a severe financial panic was felt in Great Britain, Germany, and the United States. Such a breakdown in the financial world as that of 1890, followed by a more violent collapse during 1893, suggests a possible connection between these two events. In order, therefore, to clear the ground thoroughly before entering into a direct examination of the causes of the crisis of 1893, it is first necessary to dispose of the preliminary question as to the effect, if any, of the panic of 1890 upon the crisis of 1893. To do this properly requires the solution of a problem involving two elements: first, to discover the causes of the panic of 1890; and, second, to ascertain whether these causes were still in operation, even in a modified form, after 1890, and consequently whether they were in any way responsible for the crisis of 1893. The working-out of the first process in this problem — the inquiry into the causes of [...]

LESSONS OF THE FINANCIAL CRISIS – THE ANNALS OF THE AMERICAN ACADEMY OF POLITICAL AND SOCIAL SCIENCE THE PANIC AS A WORLD PHENOMENON By Frank A. Vanderlip, Vice-President National City Bank, New York. It might very properly be urged that the present is too early a date for us to draw wise conclusions from the lessons of the recent financial crisis. Indeed, one can hardly speak of it, as I did just now, as the recent crisis. It is the present crisis. If we are not well in the midst of it, we at least continue to be surrounded with many unpleasant features that have formed a part of that crisis. We are still in a situation where a great majority of the banks of the country have practically suspended cash payments. Domestic exchanges are still seriously disorganized. After the most heroic measures for relief, taken by the Treasury and by banks generally, we continue to be surrounded by abnormal conditions, and the day is somewhere in the future when we can look back with anything like academic interest and comment with intelligence on the true lessons which have been taught by this extraordinary financial event. Although it may be [...]

EDITOR’S INTRODUCTION It is no part of the purpose of this volume to teach the reader how to speculate. It is hoped, on the contrary, that the book will discourage speculation by the emphasis which it places on the importance of patience, intelligence and foresight in the art of investing. In the minds of many people speculation is a very sinister word, and a speculator a man morally no better than a gambler. It is the purpose of this volume to make clear the distinction between speculation and investment, to explain and illustrate the conditions which determine a safe investment, and to describe and illustrate the hazards inherent in all forms of speculation.
INTRODUCTION Every head of a corporation, every business man, in fact everyone employed in a responsible position and upon whose judgment the success of an enterprise largely depends, should provide himself with a general knowledge of the problem of investments and speculation. Investment and speculation are so closely associated with the well-being of trade that the two are inseparable. Figuratively speaking, they are the propelling forces governing the money market, which, in turn, is the vital life-blood of business. This is an indisputable fact. It cannot be denied. Many a merchant and many a manufacturer who has mastered the problem of investment and speculation has been able to put his knowledge to great financial advantage in his ability to foresee a drain upon the money market and its consequent effect upon interest rates by providing for all his banking accommodations long before interest rates have hardened. So, also, have they been able by anticipating a depression in trade to curtail expenditures and guard their credit accounts from weakness. Such a knowledge prevents them from being caught off their guard by a sudden dropping off in business. And, vice versa, they are in a position to detect a revival in trade [...]

Like the English Constitution, the English credit system is a living thing, that has grown out of its past and is growing into its future. Past, present, and future are thus one continuing process, and no one can hope to understand its present, still less to peer into its future, unless he knows something of the past that is part of them. Bagehot’s “Lombard Street” lights up, with the fire of its author’s genius, the road that we have travelled, and helps us to see where we are and to wonder whither we are going. Its usefulness, as a work of reference and a standard of comparison, has been enhanced in this new edition by a careful revision of the Notes, carried out by Mr. A. W. Wright, a member of the staff of the Economist newspaper, long edited by Bagehot. Hartley Withers. February, 1915 INTRODUCTORY BY WALTER BAGEHOT I venture to call this Essay ” Lombard Street,” and not the ” Money Market,” or any such phrase, because I wish to deal, and to show that I mean to deal, with concrete realities. A notion prevails that the Money Market is something so impalpable that it can only be [...]

PREFACE By The Author AS a general principle I am opposed to the Preface. I do not believe in telling people what I propose to say; I prefer to say it. But there are cases where an introduction proves a useful and illuminating adjunct to a book. In the present instance it serves a two-fold mission. It enables me to indicate briefly the object with which this work has been undertaken, and to acknowledge certain sources of information that have been drawn upon, and at the same time expressing my obligations to those whose labours and experiences in the same field have aided in the compilation of these pages. My object, then, has been to present as clear, concise and accurate an account of the People’s Banks movement throughout Europe since the days of the inauguration in Germany during the early fifties in the last century — when those two redoubtable reformers, Schulze-Uelitzsch and Raiifeisen, first started their daring crusade — up to the present adoption of similar institutions in the United Kingdom. The lesson that this history teaches — a history covering a period less than man’s allotted span — is both suggestive and great. It is the story [...]

INTRODUCTION No man ever had his work, while under way, more misjudged than mine has been; experts of all kinds have made maps to show where I was wrong in my calculations and estimates, yet my estimates were correct. All worked out much better than I anticipated, and I wonder what I could have done for this nation had I been left alone in peace, to serve the money entrusted to me; or had I back of me people strong enough to have said “Hands off.” Let me take your time to give you my view-point of life; then the balance I write will be clearer to you. As the world advances in civilization and population, new conditions need new utilities. Men always reaching out for advancement send out their desire into the realm of thought. Cities grow, population increases; it takes men a long time to go to and from their business. They feel the need of quicker transit, and day by day this desire shapes itself until some morning the city awakes and finds some man has solved part of the problem; as McAdoo solved the great problem of interstate tubes between New York and Jersey City. Now, [...]

PREFACE By the Author THIS volume is intended to furnish a plain, untechnical exposition of the defects of our present banking and currency system, together with a discussion of the remedies. Not since the Civil War has the country been confronted with a monetary and banking question of greater importance to business prosperity. The adequacy of the banking system affects the everyday existence of the laborer, farmer and merchant. The unnecessary expense of obtaining credit under a bad banking system is borne by the borrower; the impossibility of getting loans in a time of panic shuts up factory and shop and falls most severely upon the wage- earner who loses his employment. Unemployment is largely increased by financial panics. The reason for the existence of the National Citizens’ League, which is made up of business men, is found in the fact that the reform affects the borrowing business man more than the lending bank; the bank can always protect itself by sacrificing the borrower. There is practically no class in the community not directly concerned in the outcome of this campaign of education. This book explains the effects of our banking system and of its reform on every class. It [...]

INTRODUCTION. There are times when a merchant will make almost any sacrifice to obtain ready money. He has entered into no rash speculations, and has only to meet the ordinary legitimate demands of his business, but in order to do so he is suddenly called upon to make a heavy and unexpected loss. To this he gladly submits, for he has been in terror lest no sacrifice could save him from bankruptcy and ruin. But how has this been brought about? Why has he doubted whether his banker would afford him the usual accommodation which when entering into his business engagements he had been relying upon? Or, take the case of a merchant who has a credit of 50,000 at his bankers. Why is he anxious ? The answer in both cases is that there is a run upon the banks and there is a scarcity of cash. Such a time, Mr. Goschen speaking at Leeds on the 28th January, and referring to the ” Baring crisis,” told us we had ” only escaped by the skin of our teeth.” He said “No fertile imagination could exaggerate the gravity of the crisis, and if I attempt to bring home to [...]

PREFACE. The present work was written last March, in competition for the Pears prize of one hundred guineas for the best essay on the present depression of trade. It did not obtain the prize, and it is therefore now submitted to the judgment of the public — and more especially of the working classes, with some additional matter in the earlier chapters which could not be compressed within the limits assigned to the competing essays. As our existing land-system in its relation to depression of trade is somewhat fully treated in the following pages, this seems the proper place to state that twelve years of the writer s early life were spent in active employment as a land-surveyor and valuer, during which time he lived chiefly among farmers and country people in various parts of England and Wales. The interest in agriculture and rural life then acquired has been supplemented by observation and study during recent years ; and in now coming forward as a writer on the land question he is not — as is generally assumed by his critics — taking up a new and unfamiliar subject, but is returning, with wider experience and more matured judgment, to [...]

This would be a dreary world if its problems were all solved. The unsolved problems of each generation offer opportunities to the oncoming generation. We Americans have conquered many difficulties, but there are still many problems demanding solution at our hands. In numerous fields we lead the world ; in some we are far in the rear. This evening I invite your attention briefly to an unsolved problem of vast importance, affecting every human being in this country. Here is an opportunity for real progress, for a movement that is really forward and not backward. The United States has three undesirable monopolies. First, this is the only civilized country in the world that ever has a serious financial panic. Second, this is the only civilized country in the world that has a series of banks instead of a system of banks. Third, this is the only civilized country in the world that keeps the funds of the nation in a national treasury. The first is a result of which the second and third are prime causes.
Chances for Success in the Stock Market Stock market speculation, notwithstanding all the calumnies and maledictions heaped upon it since its inception, is steadily increasing throughout the length and breadth of the land. There is no gainsaying the fact that speculation has been the cause of many a lost fortune, but one should not forget that practically all business enterprises of whatever nature are also, in the last analysis, speculation pure and simple. The farmer who plows, fertilizes and plants his lands gambles on weather conditions for a good crop, and then on the prices his products may ultimately bring ; the man who buys a house speculates on his tenants remaining therein and the probability of selling it some day for a higher price ; the merchant who lays in a stock of goods gambles on the possibility of their ready sale ; etc., etc. The difference is that in one ease a loss or gain is realized slowly and gradually, whereas in the other case they occur more quickly. That the percentage of losses in stock speculation is greater than in business speculation is due to the fact that in the former ease values (and all values constantly [...]
