INTRODUCTION The results I have reached by my observations and inquiries made, and from the study of the material placed before me, cannot, in consequence of the inadequateness of this material, lay claim to being fully scientific, but the present investigation may so far claim a scientific character, that I have endeavored by its means merely objectively to obtain a reply to the question: “What is the truth?” As everybody knows, the world is divided into two warring camps, engaged in a combat for life and death, and, even in neutral countries, people have become hot partisans of one or the other of the groups of nations. Under such circumstances it is not easy to remain perfectly neutral and it may be doubted whether any one is altogether able to attain such a position. But the task is much easier, and, I consider, quite possible, if we restrict ourselves to a sphere from which we can eliminate all spiritual questions, and confine ourselves to a statement of the actual condition of things. This has been my task. I have not had to express any opinion as to what has been done, or as to what result the war should have, [...]

Introduction Men are seen in their most improved condition, when associated together in large communities. The excitements of competition are then most strongly felt — enterprise and exertion are called forth and liberally rewarded. It is then that leisure and opportunity are found for the exercise and improvement of the mental powers ; thus knowledge is increased and spread abroad, and the various arts and sciences cultivated and advanced towards perfection. In this state, too, the social affections are freely indulged, and the refined love of country, of family and friends, is awakened and cherished. But what a family is here to be provided for ! and how immense the amount of its daily consumption ! How many bales of cloth must be furnished for its use ! What toil and skill are required to construct habitations for its shelter ! How many hands must be employed in fabricating the ten thousand little conveniences of life within and about these habitations!
Preface There are few things of which I have occasion to advertize the Reader, before he enters upon the perusal of the following Work. My object has been to compose a school-book of Political Economy; to detach the essential principles of the science from all extraneous topics, to state the propositions clearly and in their logical order, and to subjoin its demonstration to each. I am myself persuaded, that nothing more is necessary for understanding every part of the book, than to read it with attention — such a degree of attention as persons of either sex, of ordinary understanding, are capable of bestowing. They who are commencing the study ought to proceed slowly, and to familiarize themselves with the new combinations of ideas as they are successively presented to them. If they proceed to a subsequent proposition before they are sufficiently imbued with the first, they will of course experience difficulty, only because they have not present to their memory the truth which is calculated to remove it. If they who begin the study of mathematics were to content themselves with merely reading and assenting to the demonstrations, they would soon arrive at doctrines which they would be unable [...]

My object in publishing the following Discourse has been to furnish the Students of Political Economy with a general view of the principles on which the science is founded; the distinguishing features of the most celebrated theories that have been advanced to explain its various results ; the distinction between it and Politics; the utility of its study to all ranks and orders of the community ; and the plan I follow in teaching it, both in my public and private classes. I had previously attempted to do this in an Introductory Lecture to the Course I have delivered here and in London ; but it was impossible, in so narrow a space, to touch on many topics that I have here discussed at considerable length, or to treat others so fully as their importance seemed to require. Though the Discourse is chiefly intended for the use of those who may attend my classes) I am not without hopes that it may be of service to others. If the interest and importance of the subjects of which it treats be any test of the interest and importance of a science, Political Economy will be found to have the strongest possible [...]

IN examining a piece of complex and delicate mechanism, suppose it to be the highest triumph of modern genius, the chronometer with the Arnold escapement, the first thing that impresses the eye is the exquisite finish and beauty of the workmanship, and the wonderful regularity and smoothness of the movement ; while the conviction is undoubted, that there is, and must be, not merely a relation, but a fitness of the parts, which are thereby bound together as a whole, in a character of unity, harmony, consistency, and strength. Few, however, are aware, and perhaps no one but the inventor perfectly understands, how peculiarly sensitive and nice has been the adjustment requisite to give it its true value as a measurer of time. If from this beautiful model of perfection in the field of dead matter, we turn our contemplation to the Government of a country, which may be truly described as the living instrument of God’s providence over the ways of His people, and study it with a care proportionate to its vast importance, we find a variety in the parts, so endless that we can hardly discern their number, combined with a concatenation so complex and subtle, that [...]

INTRODUCTION Every man in the community has now the same liberty to make and issue money, that he has to buy, sell, walk, run, lift, or do a dozen other things, — no law hindering him. The only restriction is, that his money shall not be made in imitation of that made by any other man. Two to three hundred millions of dollars, in money, are made each day, doing the work of money for the day, and are destroyed at night. Money is coin, or any non-interest bearing title to property, that can be immediately realized on, with the option of coin. In what is herein presented, the endeavor is to make plain what MONEY, TRADE, and BANKING really are, spending no time on theories, and claiming to do nothing more than to present existing facta with reasonable clearness and free from all technicalities. There is no other department of knowledge in which theories are of so little value, — where experience should so exclusively be teacher and master. In finance, as in nearly all other things, the truth lies on the surface. If it has been missed it is because we have ploughed too deep for it. We [...]

PREFACE BY THE AUTHOR WITH the present collection the publication of Sumner’s Essays comes to an end. The original project of publishers and editor contemplated but a single volume — ” War and Other Essays ” — and they accordingly equipped that volume with a bibliography which was as complete as they then could, make it. But when, later on, other materials came to be known about, and especially after the discovery of a number of unpublished manuscripts, the encouraging reception accorded to the first venture led us to publish a second, and then a third collection: “Earth Hunger and Other Essays” and “The Challenge of Facts and Other Essays.” It was during the preparation of the latter of these, now some five years ago, that the late Professor Callender deplored to the editor the omission of certain of Sumner’s essays in political economy — in particular those dealing with free trade and sound money. And the reviewers of preceding collections had reminded us, rightly enough, that there should be a fuller bibliography and also an index covering all the essays. In this last volume we have striven to meet these several suggestions and criticisms. And it is now the [...]

PREFACE TO THE FIFTH EDITION BY THE AUTHOR OF THE BOOK This Essay was first published at a period of extensive warfare, combined, from peculiar circumstances, with a most prosperous foreign commerce. It came before the public, therefore, at time when there would be an extraordinary demand for men, and very little disposition to suppose the possibility of any evil arising from the redundancy of population. Its success, under these disadvantages, was greater than could have been reasonably expected ; and it may be presumed that it will not lose its interest, after a period of a different description has succeeded, which has in the most marked manner illustrated its principles, and confirmed its conclusions. On account therefore of the nature of the subject, which it must be allowed is one of permanent interest, as well as of the attention likely to be directed to it in future, I am bound to correct those errors of my work, of which subsequent experience and information may have convinced me, and to make such additions and altera-tyons as appear calculated to improve it, and promote its utility. It would have been easy to have added many further historical illustrations of the first [...]

Thomas Robert Malthus, the son of Daniel Malthus, a country gentleman living in Surrey, was born on Feb. 14, 1766. Entering Jesus College, Cambridge, in 1785, he was 9th Wrangler in the Mathematical Tripos in 1 788 ; took Holy Orders ; and in 1797 was elected to a Fellowship at his college. In 1805 he was appointed Professor of History and Political Economy at the East India College at Haileybury, a position which he retained until his death on Dec. 29, 1834. By his marriage in 1804 he had two daughters and a son. His Essay on the Principle of Population arose out of discussions with his father, — who had been the executor of Rousseau, — over the opinions of William Godwin. In its first form, as published in 1798, it was a small loosely printed 8vo of 396 pp. : about one-third of it is here reprinted. In its second form, as published in 1803, it was a 4to of 604 pp., containing about four times as much matter : about one-twentieth of it is here reprinted. The third edition appeared in 1806, the fourth in 1807, the fifth in 181 7, the sixth in 1826. It [...]
