INTRODUCTION The results I have reached by my observations and inquiries made, and from the study of the material placed before me, cannot, in consequence of the inadequateness of this material, lay claim to being fully scientific, but the present investigation may so far claim a scientific character, that I have endeavored by its means merely objectively to obtain a reply to the question: “What is the truth?” As everybody knows, the world is divided into two warring camps, engaged in a combat for life and death, and, even in neutral countries, people have become hot partisans of one or the other of the groups of nations. Under such circumstances it is not easy to remain perfectly neutral and it may be doubted whether any one is altogether able to attain such a position. But the task is much easier, and, I consider, quite possible, if we restrict ourselves to a sphere from which we can eliminate all spiritual questions, and confine ourselves to a statement of the actual condition of things. This has been my task. I have not had to express any opinion as to what has been done, or as to what result the war should have, [...]

Introduction Men are seen in their most improved condition, when associated together in large communities. The excitements of competition are then most strongly felt — enterprise and exertion are called forth and liberally rewarded. It is then that leisure and opportunity are found for the exercise and improvement of the mental powers ; thus knowledge is increased and spread abroad, and the various arts and sciences cultivated and advanced towards perfection. In this state, too, the social affections are freely indulged, and the refined love of country, of family and friends, is awakened and cherished. But what a family is here to be provided for ! and how immense the amount of its daily consumption ! How many bales of cloth must be furnished for its use ! What toil and skill are required to construct habitations for its shelter ! How many hands must be employed in fabricating the ten thousand little conveniences of life within and about these habitations!
Preface There are few things of which I have occasion to advertize the Reader, before he enters upon the perusal of the following Work. My object has been to compose a school-book of Political Economy; to detach the essential principles of the science from all extraneous topics, to state the propositions clearly and in their logical order, and to subjoin its demonstration to each. I am myself persuaded, that nothing more is necessary for understanding every part of the book, than to read it with attention — such a degree of attention as persons of either sex, of ordinary understanding, are capable of bestowing. They who are commencing the study ought to proceed slowly, and to familiarize themselves with the new combinations of ideas as they are successively presented to them. If they proceed to a subsequent proposition before they are sufficiently imbued with the first, they will of course experience difficulty, only because they have not present to their memory the truth which is calculated to remove it. If they who begin the study of mathematics were to content themselves with merely reading and assenting to the demonstrations, they would soon arrive at doctrines which they would be unable [...]

The reader, who honours the following sheets, with an attentive perusal, may probably find, that though we have advanced, by wide steps, during « the last century, in the science of politics, we have still much to learn ; and that the summit can only be gained, by substituting accurate research, for delusive speculation, and rejecting zeal of paradox, for moderation of opinion. Mankind are now too enlightened to admit of confident assertion, in the place of satisfactory proof; or plausible novelty, for conclusive evidence: He, consequently, who proposes new modes of argument, must expect contradiction, and he, who draws novel conclusions, from un-common premises, ought to enable the reader to examine his reasonings ;, because it is just inquiry, which can alone establish the certainty of truth on the degradation of error : And little is, therefore, asserted, in the following sheets, without the citation of sufficient authorities, or the mention of authentic documents, which it is now proper to explain.
In 1897 the Editor of the Advocate of India invited me to contribute to its columns a narrative of the rise, growth and collapse of that colossal speculation popularly known in Bombay as the ” share mania,” a mania which in its ultimate consequences was more disastrous than either the South Sea Bubble Scheme, or the tulip mania of the eighteenth century. Having been an eye-witness to the speculation and having watched it, as an on-looker only, from within and without, I was able to respond to the invitation. My narrative was given in the form of a series of articles principally based on my personal knowledge and experience, and next from facts gleaned from authentic books, specially the now forgotten Report of the Commission which sat to inquire into the failure of the old Bank of Bombay under the presidency of the late Sir Charles Jackson. As a young man I was then being specially trained in the Bank of Bombay. The period of my probation there, and of my subsequent engagement with two financial institutions of the day, happened to be co-eval with that of the very meridian of the speculation. I had thus the opportunity of watching [...]

My object in publishing the following Discourse has been to furnish the Students of Political Economy with a general view of the principles on which the science is founded; the distinguishing features of the most celebrated theories that have been advanced to explain its various results ; the distinction between it and Politics; the utility of its study to all ranks and orders of the community ; and the plan I follow in teaching it, both in my public and private classes. I had previously attempted to do this in an Introductory Lecture to the Course I have delivered here and in London ; but it was impossible, in so narrow a space, to touch on many topics that I have here discussed at considerable length, or to treat others so fully as their importance seemed to require. Though the Discourse is chiefly intended for the use of those who may attend my classes) I am not without hopes that it may be of service to others. If the interest and importance of the subjects of which it treats be any test of the interest and importance of a science, Political Economy will be found to have the strongest possible [...]

THE immense accumulation of the Public Debts, and the depressed state of Public Credit, of the Revenue, and of the Funds, . at the close of the last War, together with the loss of several extensive and populous Colonies in North America, led some of the ablest and most experienced men in the Kingdom, not in general inclined to despondency, to doubt whether it would be possible for Great Britain, reduced apparently to the lowest ebb by a succession of misfortunes, and by expences unprecedented in any former time, ever to regain Prosperity at home or Influence abroad. The events, however, which have since happened, (hew as well the effect which may be produced by a resolution to encounter the difficulties of the most embarrassed situation, as the extent of the resources to be derived from a spirit of national industry and enterprise. The Object of the following Statement is to direct the attention of the Public to the present circumstances of the Country, with respect to its Finances and Commerce, compared with the period above alluded to, as an inducement to perseverance in the same laudable exertions; and at the fame time to bring to recollection some of the [...]

INTRODUCTION This little story, based on fact, represents, though feebly, the relation that exists between the producing classes and the banks of America. The courts, lawyers, and constabulary hold the same relation to the banks they do to the robbers above mentioned. The banks are the great disbursing agencies of the government, and the principal source from which the people obtain loans and discounts. Such being the case they have the power to contract and expand the currency of the nation at will. Any refusal on their part to extend loans to the people or any general refusal to discount notes will produce a general financial panic like the present one (1893), or the dozen or more former ones which have occurred in our nation’s history.
THE PROBLEM For many years the country has suffered from recurring periods of severe financial stringency. During these periods interest rates have been excessively high, and business men have lost heavily through inability to obtain necessary loans and discounts from the banks. At times wide-spread panic and general suspension of payments by the banks have resulted from runs upon a few banks by their depositors. Only recently we have emerged from a disastrous panic which forced the suspension of nearly all the banks, and, by the destruction of confidence and credit, arrested business activity throughout the country and caused vast losses to the people. This panic brought to a violent close a period of unprecedented prosperity, in which manufacturers and merchants had not unduly expanded their obligations for the purpose of carrying unsold stocks of goods. On the contrary, production had been barely able to keep pace with demand for the products of industry. Such extraordinary financial disturbances do not occur in other civilized countries. They indicate that something is seriously wrong with the system of banking and currency in the United States. The National Monetary Commission was created for the purpose of devising a remedy that will prevent similar [...]

IN examining a piece of complex and delicate mechanism, suppose it to be the highest triumph of modern genius, the chronometer with the Arnold escapement, the first thing that impresses the eye is the exquisite finish and beauty of the workmanship, and the wonderful regularity and smoothness of the movement ; while the conviction is undoubted, that there is, and must be, not merely a relation, but a fitness of the parts, which are thereby bound together as a whole, in a character of unity, harmony, consistency, and strength. Few, however, are aware, and perhaps no one but the inventor perfectly understands, how peculiarly sensitive and nice has been the adjustment requisite to give it its true value as a measurer of time. If from this beautiful model of perfection in the field of dead matter, we turn our contemplation to the Government of a country, which may be truly described as the living instrument of God’s providence over the ways of His people, and study it with a care proportionate to its vast importance, we find a variety in the parts, so endless that we can hardly discern their number, combined with a concatenation so complex and subtle, that [...]

PREFACE. The object of these chapters, some of which were published in the “Financial Review of Reviews” during the autumn of 1910, is to present a study of the art of investment upon its industrial, rather than its financial, side, that is to say, to consider it in relation to the productive energy it develops, directs, organises, and utilises. For while it is evident that investments cannot normally fulfil any of their financial functions., as repositories of savings, instruments for enhancing capital-values, and for earning dividends, without doing actual work, investors do not, as a rule, trouble themselves sufficiently to understand what the work is, and how it is performed. This insufficient attention to the industrial side of financial investments is a source of error and of actual danger to the art of investment. For it leads to excesses and defects of expectation which could be corrected by closer consideration of the industrial facts and forces upon which the values of financial securities in the long run rest. The art of finance, divorced from the solid facts of business life, is apt to trust too much to the rule of chance or the miraculous. In a brief sketch of the [...]

We should be apt to imagine, that, if any doctrine were thoroughly settled among mankind, it would be that respecting the production of wealth by the various classes. As circulators, men of every class have been, in all ages, employed in the pursuit of it, as the source of income, or the means of procuring not only comforts and luxuries, but even mere subsistence. Constantly and intensely employed, as they have been in acquiring it; and aware of what it will do for them, in proportion to the amount they succeed in acquiring; it seems reasonable to expect that most persons, of any reflection at all would have attained a thorough knowledge of, all this leading facts respecting it, its increase or decrease, and the causes operating in both. And what is the actual result? That in no question is there more difference of opinion: nothing seems absolutely, settled or certain. To this hour, the grand fundamental question, on which the whole science of statistics must more or less depend, whether all classes be productive or whether some be unproductive, has no been determined.
PREFACE BY THE AUTHOR In the year 1860 Northumberland became the county of my adoption, and very soon after my settlement I was impressed with the wide and varied field that it offered for antiquarian research. I grew deeply interested in the past records of the county, and became personally acquainted with many present day contributors to the pages of local history. There is only one step from admiration to imitation, and soon after becoming a member of the Society of Antiquaries of Newcastle-upon-Tyne, I began to contribute short papers bearing upon unnoticed local incidents of the seventeenth and eighteenth centuries. The investigations necessary for these purposes led me to notice, that while the books on the shelves of our libraries gave many interesting accounts of the various Trade Guilds in which the city is so exceptionally strong; and the MS. volumes of the “Merchants-adventurers” were full of unpublished records of Hostmen and Boothmen the merchant princes of their day no mention was made of Banking, the occupation in which my lot had been cast. The early historians treated of pre-banking days, and the modern writers of history, from some unexplained cause,, made the barest possible reference to the bankers. [...]
