		<description><![CDATA[Focusing on the questions (a) of how well fluctuating exchange rates are working and on the related issue (b) of what sort of guidelines should be established to regulate central bank intervention in exchange markets is particularly appropriate now for a number of reasons. First, despite the float, the dollar continues to slip in exchange markets even after the President&#8217;s announcement last Wednesday of his new anti-inflationary measures. One wonders whether these current disturbances are in fact less disruptive under fluctuating rates than they would have been under previous fixed-rate arrangements. Second, the point has been made that perhaps floating rates will be with us, if not forever, at least for a good long time. Otmar Emminger, deputy governor of the West German Bundesbank, recently suggested that the world might have to live with floating rates indefinitely in order to keep international capital flows in check. 		<description><![CDATA[LETTER OF SUBMITTAL to The President : I have the honor to submit herewith the final report of the Commission on International Exchange, constituted under the authority of the act of March 3, 1903, and continued last year by means of a special appropriation. The chief purpose of the Commission was to bring about, as far as possible, a fixed relationship between the moneys of the gold-standard countries and the silver-using countries. This result could be accomplished chiefly by the establishment in the silver-using countries of new monetary systems on the gold exchange basis, the &#8216;new silver and copper coins in those countries being given a fixed value in terms of gold. The work of the Commission, considering the difficulties of its task, has been on the whole very successful. The new monetary system in the Philippine Islands, established under act of Congress approved March 2, 1903, which in the main has furnished the model for the further work of the Commission, was in operation, but serious difficulties were met with in the transition from the old currency to the new. The interest evinced is universal and is no longer confined to bankers, international traders, and financial writers, as was the case prior to the Great War. The general public is showing a decided disposition to acquaint itself with the dislocation of the exchanges brought about by the conflict. Nor is this interest likely to suffer much abatement, since normal conditions will probably not be restored in international financial relations for a number of years to come. The author&#8217;s purpose in this book is to explain the operation of the exchanges between gold-standard countries under normal financial conditions. At first sight some apology may appear to be due for adding to the already long list of books on this branch of monetary science, but reference to the table of contents will show that special attention has been paid to that more practical part of the subject — foreign bills. The drawing and negotiation of foreign bills are matters which concern not only bankers, but all commercial men, and, bearing this in mind, an endeavour has been made throughout the book to intersperse the practical with the theoretical points. To explain the working of foreign exchanges in a simple manner is not easy, and the frequent dislocation of the principal exchanges during the war has not conduced to the simplicity of the task. 		<description><![CDATA[Abstract There is a considerable literature analyzing the behavior of exchange rates. However, the modeling and forecasting of exchange rates has not been very successful. One of the obstacles to effective modeling of financial time series is heteroscedasticity. The recent availability of high frequency data, such as tick-by-tick data, provides us with extra information about the market. However, even with today&#8217;s computer power, analyzing data with order of gigabits is extremely expensive and time consuming. This article proposes to analyze a homoscedastic subsequence of such data. The procedure of obtaining such a homoscedastic subsequence is called de-volatilization. The empirical evidence suggests that de-volatilization can help us to detect trends of the market quickly. Our forecasting results indicate that the exchange market can be forecast to certain extend. 		<description><![CDATA[WHAT FOREIGN EXCHANGE IS AND WHAT BRINGS IT INTO EXISTENCE UNDERLYING the whole business of foreign exchange is the way in which obligations between creditors in one country and debtors in another have come to be settled — by having the creditor draw a draft directly upon the debtor or upon some bank designated by him. A merchant in New York has sold a bill of goods to a merchant in London, having thus become his creditor, say, for $5,000. To get his money, the merchant in New York will, in the great majority of cases, draw a sterling draft upon the debtor in London for a little over £1,000. This draft his banker will readily enough convert for him into dollars. The buying and selling and discounting of countless such bills of exchange constitute the very foundation of the foreign exchange business. Not all international obligations are settled by having the creditor draw direct on the debtor. Sometimes gold is actually sent in payment. 		<description><![CDATA[PREFACE A COMPARATIVELY short space of time has elapsed since the second edition (fourth impression) of this work was published, but during that period the variations in the silver exchanges have been kaleidoscopic. The end of the devastating war of 1914-1918 finds the currency of the world literally in the melting pot. Gold in most countries has disappeared altogether, and silver bids fair to become almost as scarce. The demand for the white metal has caused its price to rise to undreamt of levels, and exchange has climbed painfully after it. In the circumstances, the nations of the East have not been slow to seize the opportunity to make an illicit profit by melting their silver coins and smuggling the resultant bullion out of the country. The Governments in many countries have aggravated the evil by making successive issues of paper money ; others have reduced the proportion of silver to alloy contained in their subsidiary coins, and nearly everywhere is seen the inexorable working of Gresham&#8217;s law — &#8221; bad &#8221; money driving the good money out of circulation. 		<description><![CDATA[Purpose of the pamphlet.— The Commission on International Exchange published at Shanghai a pamphlet, &#8220;Memoranda on a New Monetary System for China,&#8221; prepared by Mr. Jenks. In that pamphlet were given the reasons why the United States Government had appointed the Commission on International Exchange, a very brief outline of the plan which was suggested for the consideration of the Chinese government together with some arguments regarding the plan, and a brief statement of the work which the Commission had done in Europe and elsewhere. It has been found that, owing to the brevity of the pamphlet, several parts of it were misunderstood, especially by Chinese officials and business men, and very many inquiries have been made for a more detailed discussion of many of the points therein raised. There are several publications on Banking and Commercial Business which go somewhat more deeply into&#8217; the matter : among others, GiLbart&#8217;s admirable work, and Laing&#8217;s &#8216; Theory of Business ;&#8217; and there are, finally, at least three well known works specially devoted to the study of these most important subjects, — Goschen&#8217;s &#8216; Theory of the Foreign Exchanges,&#8217; Nicholson&#8217;s &#8216; Science of Exchanges,&#8217; and Tate&#8217;s &#8216; Cambist, or Manual of Exchanges. Why then, it might be asked, should the author of the present volume venture upon a field apparently already so well cultivated, which would seem to afford no legitimate opening for him? Only the first of them has been subjected to any very considerable revision. Matters which are considered more in d( tail in the subsequent papers have been omitted, corrections and additions have been made, and the tone rather than the substance has been modified. Convinced that a central bank patterned after those of Europe would not fit into our system, I drew the unqualified conclusion that a central bank would not prove a remedy for our financial ills. Further reflection led to the proposal of a central bank of limited scope which is brought forward in the final chapter. Without much change in substance the phraseology of the first paper has been modified in many places so as to make evident that its arguments apply only to central banks of the European type exercising influence primarily through their lending operations and discount policy.
