		<description><![CDATA[Purpose of the pamphlet.— The Commission on International Exchange published at Shanghai a pamphlet, &#8220;Memoranda on a New Monetary System for China,&#8221; prepared by Mr. Jenks. In that pamphlet were given the reasons why the United States Government had appointed the Commission on International Exchange, a very brief outline of the plan which was suggested for the consideration of the Chinese government together with some arguments regarding the plan, and a brief statement of the work which the Commission had done in Europe and elsewhere. It has been found that, owing to the brevity of the pamphlet, several parts of it were misunderstood, especially by Chinese officials and business men, and very many inquiries have been made for a more detailed discussion of many of the points therein raised. 		<description><![CDATA[In 1897 the Editor of the Advocate of India invited me to contribute to its columns a narrative of the rise, growth and collapse of that colossal speculation popularly known in Bombay as the &#8221; share mania,&#8221; a mania which in its ultimate consequences was more disastrous than either the South Sea Bubble Scheme, or the tulip mania of the eighteenth century. Having been an eye-witness to the speculation and having watched it, as an on-looker only, from within and without, I was able to respond to the invitation. My narrative was given in the form of a series of articles principally based on my personal knowledge and experience, and next from facts gleaned from authentic books, specially the now forgotten Report of the Commission which sat to inquire into the failure of the old Bank of Bombay under the presidency of the late Sir Charles Jackson. As a young man I was then being specially trained in the Bank of Bombay. The period of my probation there, and of my subsequent engagement with two financial institutions of the day, happened to be co-eval with that of the very meridian of the speculation. 		<description><![CDATA[INTRODUCTION Great difficulty was frequently experienced in the course of this work in clearly distinguishing between different notions which had to be expressed by means of one and the same term in English. I have attempted to solve this difficulty by printing a genus with a small letter and a species with a capital letter. Thus the &#8220;management&#8221; is the way a bank is managed and the &#8220;Management&#8221; the Board of Managers; the &#8220;central bank&#8221; is used when speaking of a bank of issue in general and the &#8220;Central Bank&#8221; (or only the &#8220;Bank&#8221;) whenever the &#8220;Central Bank of China&#8221; in particular is referred to. In my previous work &#8220;On Chinese Currency&#8221;, which was published in July 191 2, I touched upon the principal points which are to be kept in mind in any future reform of the system of currency in China. 		<description><![CDATA[PREFACE BY THE AUTHOR THE first part of this book has been written mainly for English readers ; the seven chapters that follow mainly for Indians. These chapters were contributed in the first instance in the form of special articles to leading newspapers and reviews in India, and are now reproduced in book form at the request of many correspondents, and with the kind permission of the Editors of the Times of India, the Pioneer, Capital, the Sind Gazette, the Indian Review, and the Hindustan Review. Some parts of the articles have been re-written and enlarged, whilst extra paragraphs dealing with the proposal to establish a State Bank in India have been introduced in Chapter VII. The third part of the book gives the text of the Royal Commission on Indian Finance and Currency issued under the King-Emperor&#8217;s orders, and also the text of a Note collecting in convenient form the author&#8217;s oft-repeated criticisms of the recent financial activities of the India Office. This Note, which deals fully with all the matters that have been referred to the Commission, was placed before the Commission in June, 1913.
